Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 712 - Labor and Employment - Payment of Wages - Credit to Debit Card or Card Account.

This bill authorizes employers to credit an employee's wages to a debit card or card account that allows the employee to access the funds though withdrawal, purchase, or transfer. The employee must authorize the payment to be made in this manner, and any card or account fees must be disclosed to the employee.

House Bill 751, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 712.
