Synopsis:

Providing a process for establishing districts for electing members of the Maryland General Assembly; establishing criteria to be used in creating legislative districts; directing the staff agency of the General Assembly to prepare specified legislative districting plans; directing that specified public hearings be held; directing the General Assembly to vote on up to three plans by specified dates; creating a temporary redistricting advisory commission; providing for member qualifications and the commission's functions and duties; etc.
