Authorizing the Board of License Commissioners of Howard County to issue multiple Class B (on-sale) beer, wine and liquor licenses and multiple Class BLX (luxury restaurant) (on-sale) beer, wine and liquor licenses to specified persons; specifying the circumstances that constitute the presumption of an indirect interest; limiting the number of licenses a person may have; etc.
