Synopsis:

Requiring the Clerk of the Circuit Court for Prince George's County to collect, in advance, a specified fee for docketing the appearance of counsel when bringing or defending an action in the court; requiring the Clerk to collect a higher fee if the Clerk is required to send a bill or collection notice for nonpayment of the fee; requiring the Clerk to collect a higher fee if a specified period of time elapses, without payment, after a collection notice has been sent; etc.
