Synopsis:

Altering the circumstances under which the director of a local department of social services or the Secretary of Human Resources may disclose information concerning child abuse or neglect; repealing a provision authorizing the director or the Secretary to disclose information concerning child abuse or neglect under specified circumstances; requiring the Secretary or the director to disclose specified records; etc.
