plates to identify a vehicle that is owned by an individual who has
been convicted of specified drunk or drugged driving offenses two or

distinctive and to include the letters "DUI"; requiring the
Administration to recall the registration plates of all vehicles owned
by an individual who has been convicted of specified drunk and drugged
driving offenses two or more times; etc.
