Electricity Generation - Certificate of Public Convenience and Necessity

Synopsis:

Requiring the Public Service Commission to take final action on an application for a certificate of public convenience and necessity within 200 days under specified circumstances; and altering the requirement that a person file an application with the Commission for a certificate of public convenience and necessity for a facility before construction of the facility will commence under specified circumstances.
