Authorizing Baltimore City to grant a specified property tax credit on a newly purchased home purchased by a property owner who qualified for the Homestead Property Tax Credit for the current year on the property owner's former residence located in Baltimore City; applying the Act to tax years beginning after June 30, 2006; etc.
