Authorizing the creation of a State Debt not to exceed $1,000,000, the
proceeds to be used as a grant to the Board of Directors of the
Helping Up Mission, Inc. for the planning, design, construction,
repair, renovation, reconstruction, and capital equipping of a new
dormitory space for the Helping Up Mission; requiring the grantee to
grant and convey a specified easement to the Maryland Historical
Trust; prohibiting the loan proceeds and matching fund from being used
for sectarian religious purposes; etc.
