Repealing a provision that prohibits a county or municipal corporation
from acting as an aggregator under specified circumstances;
establishing a process by which a county or municipal corporation may
become a local aggregator; providing that a local aggregator may not

service territory of the electric company that provides distribution
services in the aggregate area in a year; etc.
