Synopsis:

Establishing the legal duty of a 9-1-1 dispatcher to help, protect, or rescue an individual being abducted, assaulted, or murdered if the individual or another on the individual's behalf indicates to the 9-1-1 dispatcher that the individual needs help, protection, or rescue.
