Synopsis:

Establishing a moratorium until December 31, 2008, on the execution of an individual who has been sentenced to death; requiring the Senate Judicial Proceedings Committee and the House Judiciary Committee to study specified issues concerning the death penalty and make recommendations and, if necessary, propose legislation to implement the recommendations on or before December 31, 2007.
