Synopsis:

Authorizing the creation of a State Debt in the amount of $711,157,833, the proceeds to be used, subject to specified restrictions, for the acquisition, building, construction, demolition, planning, renovation, conversion, replacement, and capital equipping of specified State projects, and for grants to specified subdivisions and other organizations for specified purposes, subject to the requirement that specified grantees provide specified matching funds; etc.
