Authorizing a homeowners association to amend its declaration, bylaws, or deed of agreement with less than a unanimous vote if its governing body and its lot owners agree; establishing 80% as the minimum percentage of lot owners who must agree to the amendment; and providing for the construction of provisions of the Act.
