Transferring the Maryland Port Administration from the Department of
Transportation to the Department of Business and Economic Development;
establishing the Maryland Port Administration Fund as a special,
nonlapsing fund; specifying the contents, purpose, and permitted use
of the Fund; providing that for each fiscal year, specified amounts of
the Transportation Trust Fund shall be transferred and credited to a
specified fund; altering the composition of the Maryland Port
Commission; etc.
