Synopsis:

Altering the definition of "fair market value" and "total purchase price" to exclude from the computation of the vehicle excise tax imposed on a new passenger car or new multipurpose passenger vehicle the value of a passenger car or multipurpose passenger vehicle traded in as part of the consideration for the sale of the car or vehicle by specified licensed dealers; etc.
