Synopsis:

Increasing the penalty for the first violation and altering the classification from a misdemeanor to a felony and increasing the penalty for a subsequent violation of the crime of dispensing, giving, selling, possessing, or controlling a specified preparation containing opium or an opium derivative without a valid prescription; etc.
