Synopsis:

Providing that counsel appointed by a court to represent a minor child in specified matters has immunity from liability under the Maryland Tort Claims Act; altering the definition of "State personnel" under the Maryland Tort Claims Act to include counsel appointed for a child in specified matters; etc.
