Altering specified eligibility requirements for participation in the Maryland Children's Health Program; requiring the Department of Health and Mental Hygiene to establish a specified annual family contribution; requiring the Department to adopt specified regulations; establishing the Maryland Institute for Health Care Quality; establishing the Maryland Health Insurance Exchange; establishing the Board of Directors of the Exchange; etc.
