proceeds to be used as a grant to the County Executive and County

renovation, and capital equipping of athletic field lighting systems
at County Home Park, General John Stricker Middle School Recreation
Center, and Shelbourne Park, all located in Baltimore County;
providing for disbursement of the loan proceeds, subject to a
requirement that the grantee provide and expend a matching fund; etc.
