Proposing amendments to the Maryland Constitution relating to the election and tenure of judges of the circuit courts; establishing the Judicial Recommendation Committee and providing for the appointment of its members; providing for retention elections of circuit court judges appointed by the Governor to fill vacancies; making interim provisions for incumbent judges in office for an elected term on the effective date of these amendments; etc.
