Requiring a candidate to establish an authorized political committee before filing a declaration of intent; requiring the State Board of Elections to assume specified duties of local boards of elections; regulating the activities of a candidate, slate, or political committee in specified circumstances; repealing specified exemptions; clarifying that a campaign finance entity may not use campaign funds in specified circumstances; etc.
