Authorizing the inspection of periodic annual no-load tests of elevator units by third-party qualified elevator inspectors; requiring the Commissioner of Labor and Industry to adopt regulations for inspections of periodic annual no-load tests of elevator units; requiring the Commissioner to establish qualifications, insurance requirements, and procedures to register third-party qualified elevator inspectors; etc.
