Synopsis:

Altering the penalty for possessing or administering to another a controlled dangerous substance, and associated crimes; requiring the court to stay the entering of judgment, defer further proceedings, and place a specified defendant on probation except under specified circumstances; establishing specified penalties for a specified repeat offender; requiring as a condition of probation that a defendant participate in and complete specified treatment and training programs; etc.
