Requiring the St. Mary's County Metropolitan Commission to impose and collect a connection fee for specified water or sewer connections under specified circumstances; providing for the calculation of a specified connection fee; requiring the Commission to impose and collect capital contribution charges for specified equivalent dwelling units connected to the water and sewerage system; etc.
