judgments of restitution to the State Victims of Crime Fund to be used
for specified purposes; requiring the Comptroller to reduce a

restitution is located; and requiring the State Board of Victim
Services to ensure that money obtained from unclaimed restitution is
used for grants to provide legal counsel to victims.
