Synopsis:

Providing an exception for competitive services to the requirement that a public service company shall file a tariff schedule; requiring a telephone company to publish terms, conditions, and rates of competitive services in a specified manner; providing an exception for competitive services to the prohibition that a public service company may not establish a new rate or change a rate; and allowing a telephone company to establish or change a term, condition, or rate of competitive services by providing a notice by a specified date.
