Altering the commission that the Maryland Automobile Insurance Fund must pay to a fund producer of a specified policyholder for private passenger auto insurance issued by the Fund; and altering the maximum charge a fund producer may charge and collect, as an actual expense incurred in placing automobile insurance with the Fund, for a specified driving record obtained from the Motor Vehicle Administration.
