Altering the requirements for records of purchases of junk or scrap metal that junk dealers and scrap metal processors must keep; requiring the records to include specified information about individuals from whom junk dealers or scrap metal processors acquire the junk or scrap metal; requiring junk dealers and scrap metal processors to submit the required records to specified law enforcement units in a specified manner; etc.
