Providing that applicants or recipients under the Maryland Medical Assistance Program, or a waiver program under the Medical Assistance Program, are entitled to direct judicial review of a decision concerning eligibility, benefits, or services under specified circumstances; and providing that applicants or recipients under the Maryland Children's Health Program are entitled to direct judicial review of a decision concerning eligibility, benefits, or services under specified circumstances.
