Altering the requirement that vehicles of model years after the 1977 model year be tested and inspected under the Vehicle Emissions Inspection Program to require testing and inspection of the current model year and the previous 25 model years; and altering the model years to which the exemption from testing and inspection under the Vehicle Emissions Inspection Program applies.
