Synopsis:

Providing that the Public Service Commission does not have jurisdiction over specified voice over Internet protocol services; requiring a specified company that moves a customer from a specified service to a voice over Internet protocol service to provide the customer with a specified notification; requiring the Department of Business and Economic Development and the Commission to make a specified report; requiring the Commission to track specified consumer complaints; etc.
