Requiring the State Board of Education to establish a specified juvenile services alternative education program for specified students; requiring the State Board of Education to oversee the operation of the program; establishing a Juvenile Services Alternative Education Program Advisory Board and specifying its membership; requiring the State Board to select a private agency to administer the program; requiring specified students to attend the program; requiring the program to encompass specified features and services; etc.
