Critical Area - Construction of a Facility - Prohibition

Synopsis:

Prohibiting a facility from being located or constructed on land designated as Critical Area in Anne Arundel County, Baltimore City, and Baltimore County unless the facility is located or constructed in accordance with a specified program; prohibiting a unit of State government from issuing a specified permit unless a specified finding is made by the Department of the Environment and the Department of Natural Resources; making the Act an emergency measure; etc.
