Providing that it is a fraudulent insurance act, with the purpose of
submitting a specified claim, for a person to organize, plan, or
knowingly participate in an intentional motor vehicle accident or a
scheme to create documentation of a motor vehicle accident that did
not occur; providing that for a specified time following the date a
specified report is filed with a law enforcement agency, only
specified persons may access the report, with a specified exception;
etc.
