Requiring the Secretary of Budget and Management to designate specified positions in State government as special appointment positions; requiring the Secretary to provide information on special appointments; providing that personnel actions regarding special appointments in State government be made under specified circumstances; providing that specified special appointment positions may be filled with regard to specified criteria; etc.
