Education - New School Construction - Price Preference for High Performance Buildings

Synopsis:

Providing a price preference as an incentive for the construction of new school buildings as high performance buildings; requiring the Board of Public Works to adopt specified regulations; prohibiting the State or a county board of education from authorizing an appropriation for the preliminary planning of a proposed capital project for new school construction for a high performance building until a specified program is submitted to the Department of Budget and Management; defining a term; etc.
