Creation of a State Debt - Montgomery County - Woodstock Equestrian Park

Synopsis:

Authorizing the creation of a State Debt not to exceed $500,000, the proceeds to be used as a grant to the Board of Trustees of the Montgomery County Parks Foundation, Inc. for the construction of a public equestrian park; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; requiring the grantee to grant and convey a specified easement to the Maryland Historic Trust; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.
