Synopsis:

Adding to the Maryland Constitution to provide for the Initiative; recognizing the power of the people to petition to a vote a proposal to add to, amend, and repeal the Public General Laws or Maryland Constitution under specified circumstances; prescribing requirements for the petitioned proposal; specifying that an initiated proposal that is adopted may not be amended or repealed for 4 years except under specified circumstances; specifying related powers and duties of the Secretary of State; etc.
