Every Vote Counts Act

Synopsis:

Requiring the State Board of Elections to ensure that training manuals and related materials are distributed to local boards of elections at least 6 months before an election; altering the time period before an election when voter registration is closed; requiring local boards to create precincts under specified conditions; prohibiting the State Board, subject to conditions, from altering a voting system within a specified time period before an election; etc.
