Providing for the use of automated railroad grade crossing enforcement systems to determine compliance with specified vehicle laws; requiring a specified recording; establishing specified penalties; requiring a specified notice; establishing the burden of proof for adjudication; providing for specified defenses; providing for the suspension of the vehicle registration in specified cases; identifying specified ways a violation may impact driving records or insurance coverage; delegating to the District Court specified responsibilities; etc.
