Requiring the Chief Judge of the District Court to authorize the use of a single document for issuance of specified multiple, separately numbered, citations; requiring the Chief Judge of the District Court to specify the means used to execute specified citations by a police officer and by a person to whom a citation is issued; requiring the Chief Judge of the District Court to authorize specified citations to include a summons; etc.
