Synopsis:

Authorizing the Secretary of Budget and Management to authorize the Motor Vehicle Administration to enter into specified contracts for the procurement of billing and collection services for specified fees imposed under the Act; requiring a specified amount of revenues from specified fees to be deposited in a specified manner; requiring an individual holding a driver's license to pay a specified fee annually for each point over a specified number of points assessed against the individual's driving record; etc.
