Synopsis:

Altering specified methods of nominating and electing presidential electors; repealing a specified restriction governing elector voting; entering the State of Maryland into the Agreement Among the States to Elect the President by National Popular Vote; requiring a statewide popular election for President and Vice President of the United States; establishing a specified procedure for appointing presidential electors in member states; providing for the withdrawal and notification of member states under specified circumstances; etc.
