Synopsis:

Altering the requirement that individuals in mental hygiene facilities be free from specified restraints and seclusions; establishing that individuals in mental hygiene facilities be free from specified physical restraints and holds; providing that a specified requirement does not prohibit a specified action; requiring a mental hygiene facility to have a written policy specifying a method for specified patients to effectively communicate distress under specified circumstances; etc.
