Requiring that a question be placed on the ballot in Baltimore City at
the November general election of 2007 to determine the sense of the
voters of Baltimore City on the issue of whether the Baltimore City
Board of School Commissioners should be changed from a system of
members appointed jointly by specified individuals to a mixed system
composed of some members who are appointed by specified individuals
and some members who are elected by the voters of Baltimore City;
providing for the carrying out of the straw ballot; etc.
