Synopsis:

Requiring the Motor Vehicle Administration and the Department of Health and Mental Hygiene to adopt regulations for and establish a pilot program in Baltimore City to provide identification cards to specified individuals released from correctional facilities in Baltimore City; prohibiting a person from committing a fraud in applying for the identification card; etc.
