Designating a specified financial assistance program as the Delegate Howard P. Rawlings Program of Educational Excellence Awards; prohibiting the Office of Student Financial Assistance from taking into consideration an applicant's receipt of earned income tax credits for purposes of determining eligibility for a Guaranteed Access Grant; etc.
