nontidal waters; authorizing the Governor to include in the budget
bill a specified appropriation from the General Fund for the State
Fisheries Management and Protection Fund and the Fisheries Research
and Development Fund beginning with fiscal year 2009; stating the
findings and intent of the General Assembly relating to fishing
resources; establishing the Task Force on Fishery Management; etc.
