Synopsis:

Requiring the State Lottery Commission to regulate the operation of casinos; authorizing the Commission to issue licenses for one casino near the Inner Harbor in Baltimore City and one casino in the Rocky Gap Lodge and Golf Resort in Allegany County; authorizing the Commission to consider an application for a casino license under specified circumstances; specifying requirements for applications; specifying factors that the Commission shall weigh in awarding a license; etc.
